Who is afraid of democracy??

One of the main problems in the Catalonia-Spain conflict is that, the Spanish government is quickly moving to a re-centralization of the country that goes against the economical, cultural, and political interests of the Catalans.
There is a crash of opposed ideas and understanding of the political configuration of Spain: should it be a centralized country (with a unique and clear central city, like France) or should it be a federalized country (with a net of strong cities with a stronger autonomy, like the United States or Germany). Spanish government wants the first option and Catalan government wants the second.
Catalan interests (again, economical, cultural, and political) will never be promoted, fulfilled or respected in a centralized country, like the one that they are planing to create in the upcoming years from the central government of Spain (you just need to read the directions of the FAES, the think tank of the Spanish right wing party, directed by former president Aznar)
Talking with hundreds of friends who live in Catalonia (some of them independentists, some of them not... Some of them Catalan speakers, and some of them not... Some of them would vote YES and some of them NO) one thing appears quite clear: there is no other way to resolve this tension and conflict than letting Catalans vote. Unless one of the parts's intention is not to resolve anything, but to stress the situation until its limit. (It is very interesting to see that, this week and in this context, the Spanish Government has unilaterally decided a ridicoulous 2015 economical budget for Catalonia. Punishment? Adding fuel to the fire to stir up tensions??)
Catalans want to vote on November the 9th and decide the relation that they want to have with the Spanish administration (that is VERY clear: 96% of the Catalan counties support the referendum -911 from 947, including Barcelona-, 80% of the population wants to vote, 60% of the parties representing Catalan people in the Parlament are working to allow Catalans to express their opinions through voting, 1'8 million people peacefully demonstrated -of a population of 7 million- in Barcelona last September 11, Catalan National day, etc, etc etc) They want to vote YES and they want to vote NO.
Cameron's attitude vs. Rajoy's: such an oxymoron.
Who is afraid of knowing people's opinion? Who is afraid of democracy??
